The "protections" were presumably some kind of "health and safety" 
regulations protecting the seamen from some danger or adverse conditions, and 
"broke through" presumably means that such regulations had either been 
amended, revoked, or broken with impunity so that they were no longer being 
applied -- at least according to the rumours.
