I have some suggestions for possible corrections:

Mrs. Waugh, relict of the late Dean of Worcester, and sister to the late 
Jerome Tullie, Esq.; of Carlisle.

Miss Dolly Christian, fifth daughter of the late John Christian Esq. of 
Unerigg

Norfolk in Virginia, where they purpose erecting a church

That long "s" is always causing problems! "filler" is a classic 
mistranscription of "sister" by the optical character recognition 
software from newspapers that use the long s.
