Cutting through the hyperbole, what the reporter is saying is that Mr. Stuart alias Douglas was convicted of a felony, sentence to branding and transportation to America and if he returns before the expiration of the term of the sentence, he will [probably] be executed.

As there was often some considerable time between sentencing and transportation, and as 1775 was the last year of transportation to America [due to the start of the American Revolution], it is possible that he never made it there. Under the Civil Law Act 1776, the term of transportation would have been changed to imprisonment with hard labour.

  That would have been a branding – same as reported in one of the Lancaster Assizes trials.

   

  Also, I think it should be "when he thought proper to honour this town".

  We hear from Exeter That the celebrated Mr. Stuart, alias Douglas, alias etc etc. received particular marks of respect at the Assises there; having the honour of receiving a certain sign on his right hand [tattoo?], and at the same time an appointment to a place on the continent of America: whether this id the Office under Government he was qualifying himself for  when he thought proper to hour this town with his residence, it is unknown; but he is not to relinquish it, under the pain of death.
